Ethereum's volatility ratio was 3.02x, against 1.25x for a typical International Exports release since 2021. Its volume ratio was 2.72x, against a typical 1.41x. That is more than twice what this release usually does. What made it matter

Since 2021, International Exports releases in the two weeks before a Fed decision have moved Ethereum less than those at other times: a median volatility ratio of 1.14x across 23, against 1.39x across 47. This one came out the day after the Federal Reserve's 3 May rate decision. Its own ratio of 3.02x compares with 1.39x for those, so it moved the price more than its circumstances alone would suggest.
